Awards in Predefined Areas 2008

On 18 December 2009 the Norwegian Ministry of Petroleum and Energy (www.regjeringen.no/en/dep/oed.html?id=750) announced that it is offering a total of 34 production licences under the Awards in Predefined Areas 2008 (APA 2008).  21 of the licences lie in the North Sea, with 11 in the Norwegian Sea and the remaining two in the Barents Sea.  The deadline for the companies to respond was 9 January 2009.

Of the 47 companies that applied, 40 have been offered licences of which five are new players.  Operatorships have been offered to 19 companies of which LOTOS is the only company which has not previously been an operator on the NCS.  Eight of the production licences are additional acreage in existing production licences.  Three of these border on discoveries/fields.

Minister of Petroleum and Energy, Terje Riis-Johansen, states:  “I am today offering production licenses to 40 companies of which 19 companies are offered operatorships.  Offers are given to large, medium and small sized companies, which will contribute to increased diversity on the Norwegian continental shelf.  We have in some areas strengthened the conditions relating to environmental concerns, oil spill response and fisheries interests compared to previous years.”

Some of the successful companies in the APA 2008 have commented on the awards.  StatoilHydro was offered interests in seven production licences on the NCS, four of which it will operate.  Senior vice president for explorations on the NCS for StatoilHydro, Tove Stuhr Sjøblom, said:  “We are pleased with the award, which gives us important exploration acreage close to the existing infrastructure we are operating on the NCS.” Ms Sjøblom continued:  “We have completed a highly comprehensive and successful exploration programme in 2008.  The new exploration opportunities are in areas which may add volumes to fields in production and thereby help extend their lifetime.”

Commenting on the four licences awarded, including one operatorship, to Dana, the company’s Chief Executive, Tom Cross stated:  “Dana is delighted to have won these attractive new licences, which significantly extends our exploration programme in Norway’s proven oil and gas areas.  In addition, Dana has applied for licences in Norway’s 20th Round where the focus is on the less mature, frontier areas.  The awards for the 20th Round are expected during the first quarter of 2009.  Overall, Dana now holds a substantial position offshore Norway, with 14 production licences on the NCS covering some 25 blocks.”

Faroe Petroleum has been awarded three licences and Chief Executive of Faroe Petroleum, Graham Stewart, commented:  Faroe Petroleum is very pleased to have been awarded all three licences applied for in this 2008 Norwegian APA licensing round.  These new assets have only modest capital commitments and complement the company's existing licence portfolio in Norway, now totalling 23 Norwegian licences, which have been awarded or acquired since our entry in 2006.  All Norway exploration and appraisal expenditure benefits from the very favourable financing arrangements provided through the country’s attractive tax regime under which the State pays 78% of costs.  Faroe Petroleum continues to prudently manage its ongoing capital programme, which includes a significant number of wells in its fully funded drilling programme over the coming two years.  These include one appraisal well and two exploration wells to be drilled in Norway during the next three months.”

Tom Bugge, Vice President of Exploration for Det norske¸ which has been awarded the most operatorships; five in total, said:  “The offer is in line with what we applied for.  This will strengthen our position in the Jotun-area, the Southern North Sea and in the Norwegian Sea.  I see this as a declaration of confidence in the work we do.  Based on this, we can further develop Det norske as the most aggressive explorer on the NCS.  Frankly, I am overwhelmed by the positive reaction we have received for our application.”

Discover Petroleum’s exploration director, Yngve Vassmyr, commented on the two licences the company was awarded:  “We are very satisfied being awarded our highest prioritised blocks in this round.  The opportunities which have been revealed in the awarded acreages have a significant hydrocarbon potential.”

Operatorship of one licence has been awarded to DONG in the Barents Sea.  Anders Mørland, Director responsible for DONG’s Norwegian E&P activities, said:  We are proud of this latest licence.  The Barents Sea is known as a region that is not for novices, but for companies with proven experience and expertise within exploration activities.  Geographically, the concession is favourably located – only 30 kilometres from the Goliat find that Eni and StatoilHydro plans to produce from, and a little north-west of the area is the large Snøhvit gas field, from which the gas is piped to land via a pipeline that runs close to our concession.”
