Welcome to May's edition of Bright Spots, our round up of oil and gas news in Deloitte. This month we take a look at the North Sea's opportunities and challenges in the current economic climate, as well as the top ten issues facing oil and gas companies and we also outline the new tax proposals for the coming year. We are pleased to report the opening of licensing rounds in Indonesia and Russia, as well as results of the 2008 bidding round in Indonesia. Deloitte are sponsoring the Association of International Petroleum Negotiators (AIPN) EA Chapter Event, focusing on the latest developments on tax-related investment disputes in the energy sector. Ten of the top issues facing companies in the coming year
Commodity price volatility is, of course, only one of the many issues oil and gas companies must manage. It is central, but not singular. Key tax issues
President targets oil and gas tax incentives; proposes substantial changes to business and international taxation
More than two months after releasing its FY2010 budget blueprint and a week after unveiling a set of provisions to reform the international tax rules, the Obama administration on 11 May provided a comprehensive description of its tax proposals for the coming fiscal year including some 40 new provisions, ranging from additional penalties or information reporting, to dramatic new tax increases on businesses.

Licensing rounds
Indonesia: First Indonesia petroleum bidding round 2009
Indonesia’s Directorate General of Oil and Gas (MIGAS) launched the First Indonesia Petroleum Bidding Round of 2009 on 4 May 2009. For this round, a total of 24 blocks are being offered with 17 blocks under Regular Tender and seven blocks under Direct Proposal Tender. Bid documents are available from 15 June, with the bid deadline for Direct Proposal Tenders and Regular Tenders on 30 July and 13 October respectively.
Indonesia: Awards of the Indonesia petroleum bidding round 2008
On 30 April 2009, MIGAS awarded oil and gas exploration rights on 12 blocks to several international and local companies. 11 of the 15 blocks attracted bids with a reported total exploration commitments and signature bonuses of USD195.68 million and USD23.35 million respectively.

Russia: Blocks offered for geological study at the expense of licensees
On 22 April 2009, the Ministry of Natural Resources of the Russian Federation published a list of 66 blocks offered for geological study at the expense of licensees.
Russia: Auctions to be held in Tomsk Region
The Subsoil Management Agency of Tomsk Region announced the auction of 13 hydrocarbon blocks to be held 19 June 2009. The blocks are offered for a 25 year exploration and production licence, with the bid and deposit deadline on 28 May 2009.
Russia: Khanty-Mansiysk auction cancelled
The auction for six blocks in the Khanty-Mansiysk Autonomous Area has been cancelled.
