Welcome to April's edition of Bright Spots, our round up of oil and gas news in Deloitte. This month we take a look at recent Budget announcements about changes to the North Sea fiscal regime and results from a recent survey discussing oil and gas executives' views to energy security and the ailing economy and its influence on the industry.  We are pleased to report the opening of licensing rounds in China and Russia as well as the first bidding round in Afghanistan.  We are sponsoring the International Pavilion at the AAPG Annual Convention and Exhibition 2009, as well as exhibiting at the APPEA 2009 Conference.  We will be delighted if you are able to visit us at these prestigious events.

Budget 2009: North Sea fiscal regime

On 22 April 2009 the Government announced a number of reforms to the North Sea fiscal regime.  Measures have been outlined, though for many of the proposals we await draft legislation.  Interestingly, no 'next steps' have been published by the Government as yet.  This is the first time since 2005 that there is now no official consultation process in place between industry and HMRC.

Clock ticking for Brazil's subsalt drillers

During the 15th Latin Upstream Conference, Paula Motta, Manager in our Rio office, gave an interview with Energy Intelligence for their Petroleum Intelligence Weekly Newsletter (Vol. XLVIII, No. 15, 13 April 2009).  Paula discussed the drilling activity in the Pre-Salt area of the Santos Basin in Brazil.

Sounding off: Oil and gas executives look at petroleum's future

Doing business in the oil patch isn't what it used to be.  Concerns about sustainability and affordability are calling decades of conventional wisdom into question - and issues such as energy security and the ailing economy are challenging even the most well established petroleum companies.

To bring clarity to a confusing situation, Deloitte conducted phone interviews with more than 50 oil and gas executives.

Licensing rounds

China offshore blocks notification
China National Offshore Oil Corporation (CNOOC) announced the Notifications of First Batch of Blocks in Offshore China, on 7 April 2009.  This year sees a total of 17 blocks being offered with 13 located in the East of South China Sea and the remaining four in the West of South China Sea. 

Data rooms are open in Guangzhou City (Eastern blocks) and Zhanjiang City (Western blocks), both of which are in the Guangzhou Province.

The latest block coordinates and historical exploration activities are available for download as separate layers in client folders before the April release of PetroView Asia Pacific and PetroView North Asia.

Blocks offered in Nenetsk autonomous area and Sakhalin region
The Subsoil Management Department of the North Western Federal District (in Russian) invited applications for the Korovinskiy block, offered for 25 year exploration and production licence.  The deadline to submit applications and deposits is 27 April 2009 with the results of the competitive process announced on 30 June 2009.

The Russian Subsoil Management Agency (in Russian) has also announced an auction, in which Vostochno-Goromayskiy block is offered for 25 year exploration and production licence.  The deadline for submitting applications is 15 May 2009 with the auction being held on 17 June 2009.

First Afghan hydrocarbon bidding round 2009
On 17 March 2009, the Ministry of Mines, on behalf of the Government of the Islamic Republic of Afghanistan, launched the First Afghan Hydrocarbon Bidding Round 2009 to initiate hydrocarbon exploration in Northern Afghanistan.  Three blocks, Jangalikalan, Juma-Bashikurd and Kashkari, with known hydrocarbon-bearing accumulations in Northern Afghanistan have been offered.  Road shows for the bidding round will be held in Kabul, followed by a number of other major cities throughout May.  Companies are required to submit an Expression of Interest (EOI) to pre-qualify to participate in the bidding round by 15 June 2009.

The blocks offered in this round are now available in the PetroView South Asia dataset.
