Concessions and contractual agreements: A Brazilian case study

Paula Motta and Mauro Andrade, from our Rio office, presented the findings of a paper examining the competitiveness of Brazil's oil and gas fiscal regime at the Rio Oil & Gas Expo and Conference 2008.

Their report discusses the government take burden of E&P agreements in Brazil, Angola, Nigeria and Indonesia.  Using a hypothetical project and our economic modelling system, PetroScope, the team developed cash-flow models to examine the fiscal and regulatory rules of each country, finding that Brazil was the most profitable.  However, when Brazil’s government take is increased to Angola’s and Indonesia’s values, the amount of corporate tax due diminishes leaving the government with a dilemma.
