Review of E&P activity in Africa

We recently presented a review of African E&P activity at the July MMEA Scout Group Meeting in London.  Anna Andersen, Senior Manager in Petroleum Services, reviewed Africa's position within the global energy context and on the new ventures agenda. Anna's presentation highlights areas of recent activity in licensing rounds, seismic and surveying, exploration drilling, discoveries, developments and examples of M&A deals.

The Review of E&P Activity in Africa was first presented at APPEX in March and was updated with recent activity for the July MMEA Scout Group Meeting.

Licensing rounds:

Seventh International Exploration and Production Licensing Round Algeria

On July 14th, 2008, Algeria's National Agency for the Valorization of Hydrocarbons (ALNAFT) launched the highly anticipated Seventh International Exploration and Production Licensing Round. Pre-qualified candidates are invited to bid for acreage across 16 zones containing 45 blocks covering an area of 143,257 square kilometres. The zones, which are distributed throughout sedimentary basins across the country, are said to be offering high potential.

The deadline for bids is December 3rd, 2008 at 09:00 hours GMT. Contract signing is expected on December 17th, 2008. Pre-qualified companies can bid as either an operator or an investor. There was a general presentation to interested companies on July 26th, 2008 in Algiers.  Data rooms will then be available in two sessions August 2nd-13th, 2008 and October 1st-15th, 2008.

The July 2008 PetroView North Africa update contains the Algerian Seventh Licensing Round table, covering the 16 zones on offer and can be loaded from the catalogue.

Third Faroese Licensing Round

On July 11th, 2008, the Minister of Fishery and Natural Resources invited interested companies to apply for hydrocarbon exploration licences under the Third Faroese Licensing Round.  The acreage on offer lies to the east, south and south-west of the Faroe Islands and covers a total of 38,405 square kilometres.

When awarding exploration licences, emphasis will be placed on the work programmes that the applicants are willing to undertake.  In addition, it is important that the Faroese industry is given an opportunity to participate in the activities to allow hydrocarbon exploration and production to contribute to a more diversified business community.

Applications must be submitted to Jarðfeingi (Faroese Earth and Energy Directorate) by November 3rd, 2008 and the Minister intends to award licences by the end of 2008.
