Update to Indonesian Upstream Petroleum Report
The 2008 edition of the Indonesia Upstream Petroleum Report (UPR) is now available to purchase, with access to rolling updates throughout the year via web delivery.
The UPR delivers comprehensive data - company interests, licensing, work commitments, drilling, reserves, production, exploration and development activity and fiscal terms - and discounted cash-flow analysis/economics for all significant producing assets and upstream projects currently under development in Indonesia, including 13 new PSCs and TACs modelled for the first time. Updated oil price and assumptions are applied, and all new Gas Sales Agreements (GSAs) and GSA extensions are accounted for.
The 2008 edition of the UPR also includes a complimentary copy of the new Fiscal and Regulatory Guide for Indonesia.

Bangladesh launches Offshore Bidding Round
2008
The Government of the People's Republic of Bangladesh has announced
the
2008 Offshore Bidding Round. A total of 28 offshore blocks are on offer for
exploration of oil and gas, comprising of eight Type A blocks - blocks located north
of 20 degree north latitude and 20 Type B blocks - blocks located south of 20 degree
north latitude. Companies will need to submit their bids by May
7th, 2008.
The blocks offered in this round are now available in the PetroView South Asia dataset. The fiscal, regulatory and contractual terms applicable to upstream petroleum operations in Bangladesh are comprehensively reviewed in our Fiscal and Regulatory Guide for this country. Sri Lankan Licensing
Round
Bids for Sri Lanka's
Mannar Basin
Licensing Round 2007 closed on January
31st, 2008. This round saw bids placed by three
oil companies namely, ONGC Videsh, Cairn India and Niko Resources, for the
three blocks
that were offered for exploration for oil and gas. Results are expected to be announced
by the end of April 2008.

China National Offshore Oil Corp (CNOOC) announced the Notification of Blocks in Offshore China Available for Foreign Cooperation in Year 2008 on April 10th. This year sees a total of 17 blocks being offered with 13 located in the East of South China Sea and four in the West. Datarooms are open in Guangzhou City (Eastern blocks) and Zhanjiang City (Western blocks), both of which are in Guangzhou Province.

Australia's 2008 Release of Offshore Petroleum Exploration AreasThe Australian Government Department of Resources, Energy and Tourism announced its acreage release for 2008 in Perth at the APPEA conference on April 7th, 2008. The 2008 Offshore Petroleum Exploration Acreage Release comprises 35 areas, located across five basins. The release areas range from frontier to mature status and offer opportunities for exploration companies of all sizes.
There are two closing dates for bids for these release areas:

Thursday, October 9th, 2008 for 17 areas: W08-7 to 10, 16 to 20, AC08-1 to 8.

Thursday, April 9th, 2009 for 18 areas: W08-1 to 6, 11 to 15 & 21 to 24, NT08-1 to 3.

Western Australia Petroleum Acreage Release
The Department
of Industry and Resources for Western Australia announced their
Petroleum Acreage Release at APPEA on
April 8th, 2008.
The petroleum acreage comprises 10 areas, located across
three basins; the Canning,
Northern Carnarvon and Perth basin.
The closing date for the release areas is Thursday, October 2nd, 2008 for all 10 areas: L08-1 to 7, L07-4, T07-2 to 3. Applications will be received until 4pm on this day.

Anti-Money Laundering and Trade Sanctions Conference in SingaporeMay 22nd - 23rd, 2008
Deloitte is co-sponsoring the Anti-Money Laundering (AML) and Trade Sanctions conference at the Orchard Hotel in Singapore, between May 22nd and 23rd, 2008.
As the complexity of UN, US and other sanctions increases year-on-year, the regulations originally targeted at financial institutions are becoming more relevant for oil and gas companies. Companies that transport funds or goods cross-border are particularly open to the risks associated with sanctions and money laundering; the fact that many oil companies operate in states with significant corruption, terrorism and criminal issues makes this even more applicable.
